PaneDeck client downloads

Release entries for the Flutter client app. Android is wired for automated publishing first; Windows can be fed in through the same release manifest contract.

Runtime

panedeckd runtime artifacts

The current runtime release surface is Linux-only. Linux artifacts are published through the scripted `panedeckd` flow and exposed here through the same manifest contract as the client downloads. The Linux cards also expose a one-command install and upgrade script for local hosts.
